To get noticed or possibly be admired, maybe even get a compliment or two. Often makeup or looking ones best gives a boost to a person's confidence and makes them ready for the day. Getting noticed for looking good is a nice plus too.
I wear makeup, a good amount, that enhances my features rather than hides them. I can spend an hour on my hair (only if I decide to straighten it) because I like to look good. I do not get big-headed about compliments but I do like them and (not to brag) get them often on either clothes, hair, or little things. If I do get compliments, it is usually on the things that I spend extra time on.
Makeup and looking good is portrayed in the media, and many people (myself included) do like to look as good as they can because it often makes them feel better. There may be an "acceptance" sort of thing involved in it (because "everyone" does it- I know everyone doesn't) but it does add confidence. It is basically all in the head.
Many also use makeup to hid flaws or things they feel must be hidden. It looks so garish when it is caked on, though, but it probably is a routine for them and they feel they cannot live without the extra 20 pounds on their face. One day they will accept themselves, but that doesn't usually happen until they have gotten over it all and have grown.
Some also experiment with styles and makeup and that is fine. It can look ridiculous at times but many wear it with confidence.
Others go natural so it all really depends on the person and their self-esteem and whether or not they feel the need to impress not just others but themselves (prove to themselves that they can look better or something along the lines of that)
